Not a beach for sunbathing
There are 'Tourist Attraction' signs on the main highway that point to Haad Sabua, with it actually being located about 9km south of Tha Sala at the end of one of three sois that head east off the main road. But the beach itself is not really the attraction as it would be more accurate to describe it as a mud flat. It's not a pretty, sandy beach by any stretch of the imagination. It's unlikely you'll want to sunbathe here.

The tourist attractions are a series of small restaurants such as Je Daeng Restaurant which are scattered around the area, along with a couple of resorts with rooms rather than bungalows. They tend to offer the same sort of experience of small thatched salas with deck chairs to eat under in a shady environment with lots of trees around, and a view of the beach. The resorts are very cheap, with fan rooms at 200 baht a night and air con around 400 baht, but the signs say that these are also available for rent by the hour and they're clearly used by couples who want a bit of privacy for a short time, or a bit of illicit romping.
